Genymotion virtual devices can be connect to the localhost web server. For this you have to determine  IP address through which it send packets requests to the web server. First run the device through Clicking the   Genymotion virtual device manager icon which is located on toolbar in case of eclipse IDE or press Crtl+F6 . Second after successful turn on of your device close the Genymotion virtual device manager window and open the network and sharing center , then click on the network adapter named as VirtualBox Host Only network. Click details through which network details window look for IPv4 Address . Paste the address in the device web browser after starting the wamp server then its start up page will opens up.
